Who We Are
The tragedy of the Aral Sea is one of the largest global environmental disasters in the modern history,
which in its ecological, climatic, socio-economic and humanitarian consequences poses a direct threat to
the sustainable development of the region, health, gene pool and the future of people living in it.
During the UN Summit on Sustainable Development in September 2015. in New York, the Republic of Uzbekistan came up with an initiative to create a special Trust Fund for the Aral Sea under the auspices of the UN, which should become a single platform for the development of international cooperation and mobilization of funds from the donor community for the implementation of practical actions to implement comprehensive measures aimed at improving the environmental and social -economic situation in the Aral Sea region.
The UN fully supported the initiative of the Republic of Uzbekistan, which was once again confirmed by the UN Secretary General, Mr. Guttierisch, during his visit to the country in June 2017. In this context, with the support of a number of UN agencies (UNDP, UNESCO, UNFPA, UNV), in 2017, the Joint Program “Strengthening the resilience of the population affected by the Aral Sea crisis through the creation of a multi-partner human security fund for the Aral Sea region” was launched.
The program assumes
Development of a unified strategy and roadmap for rendering assistance to the Republic of Karakalpakstan.
The formation of an institutional environment for the implementation of the Unified Strategy - the creation of a Multi-Partner Trust Fund for Human Security for the Aral Sea Region (hereinafter - MPTF).
The creation of the MPTP under the auspices of the UN is included in the State Program for
the implementation of the Strategy of Action in five priority areas of development of the Republic of Uzbekistan in
2017-2021. (Section V).
The MPTF for the Aral Sea region will assist the Government in mobilizing resources and coordinating the efforts of the international donor community in the implementation of targeted programs and projects, with the study and application of best world practices.
The assistance will be carried out within the framework of the Unified Strategy of the Fund, which is being developed, which in turn is based on the needs identified on the ground, in the course of the results of an independent socio-economic survey in the Republic of Karakalpakstan by the Institute for Social Research in conjunction with UNDP.
The establishment of a Trust Fund under the auspices of the United Nations is the most effective and
optimal solution for mobilizing resources from various donors under a unified approach that will provide
a direct procedure for project formulation, start-up, implementation and completion, with the introduction
of transparency and accountability of all stakeholders with clear communication between donors, executing
agencies and beneficiaries.
The activities of the Fund and projects will fully complement and continue the efforts of the Government aimed at solving the problems of the Aral Sea region, applying a programmatic approach, involving a wide range of donors by attracting their funds, which will be achieved by introducing the best world practice to ensure transparency and impartiality of financing and transactions.
